Armed Robber Hires Security Guards To Protect His Community Against Other Robber


Operatives of the Lagos state police command have arrested the chairman of Celenca Community landlords association, located along Badagry expressway, Lagos State, for stealing and snatching cars.
.
According to NewTelegraph, the suspect, Daniel Egwe, 42, told police officers that he went into crime after some top Nigeria Customs officers defrauded him of over N4million.
He said: “Yes, I went into crime after some Customs officers swindled me of N4m. I borrowed most of the money they stole and I needed to repay my creditors. I also joined crime because I had been dreaming and yearning to become chairman of the landlord association in our community.



I needed money for that. You have to lobby other landlords to vote for you.
This included doling out money. I spent money on those landlords that voted for me.” When operatives stormed the community to arrest Egwe, members of the community wouldn’t allow them to take him away.

They told the operatives that Egwe was too pious and honest to be a robber. They said it could be a case of mistaken identity. Police alleged that he had used proceeds from crime to build houses in the community.

Egwe was arrested along with Bademosi Adebayo and Nnamdi Ariwodo. A police source said: “According to the community members, the suspect had contributed immensely to reduction of crime in the community.

He single-handedly hired security guards to keep watch in the community. He hired guards to keep out armed robbers from the community, while he is also an armed robber.”

NEWS Biafra: Nnamdi Kanu’s family reacts to ‘recovery of weapons’ in IPOB leader’s homePublished on October 14, 2017 By Wale Odunsi   The ​f​amily of leader of proscribed Indigenous People of Biafra (IPOB), Nnamdi Kanu​ ​has ​dismissed claims by Abia Commissioner of Police, Anthony Ogbizi that police recovered lethal weapons when, in a joint exercise with the Army, raided their compound at Afara Ukwu on October 8.  Kanu’s family spokesman, Emmanuel Kanu​, told newsmen by telephone that if ​any weapon found​ within the premises must have been planted by security operatives.  The family accused Ogbizi of fabricating the story to justify ​the​ ​”​illegal ​raid” and also to appear as if he was working​.  ​His words: ​“This new CP was the same man who came to our house two days after the September 14 invasion with two Hilux vans and his Prado SUV and pulled down the car porch and destroyed the vehicles parked outside.  “This same CP hurriedly after the invasion on the October 8, issued a press release telling the whole world that they discovered bombs in my house. The army on the other hand, denied that there was no invasion and that they never went to my house, what a contradiction.  “A house that there has not been any person inside except our guard who we asked to look after the house, all of a sudden they invaded the house and came back to say they found a den gun, double barrel gun and petrol bomb. Who manufactured them? Who kept them there? That is the question to ask.”  “The policemen came to our house and ransacked the entire compound including my mum and my father’s rooms, removing my mum’s boxes, our TV and generator sets, bags of rice and many personal belongings without knowing that we had a CCTV recording their activities in the house.  “​But when they got clue about the CCTV and in order to concoct whatever that they would present to the public to label our family bad, they came back and removed the CCTV from where they were hung.  “I am telling the international community to prevail on this people. What the Police and other security agencies are doing in my house, my community, in my state and the entire Biafran Land is evil. It is clear that out of desperation, they are trying to cover their tracks and they have failed.  “Nobody can tag IPOB a terrorist organisation. We don’t carry arms and arms never solved any dispute. They should engage IPOB leadership genuinely. We are not violent. We don’t give life and we can’t take one. They have rubbished the name of the country called Nigeria, that’s why we are called Biafrans.  “They invaded the house and took away the CCTV now they said that they discovered petrol bomb and the rest of it, when we had only one person in the house. How possible is that? Who planted them?”  Kanu further stated, “If Ogbizi was serving in his Cross River State, he wouldn’t have raided the palace of the Obong of Calabar under any guise the way he raids my father’s palace and boasted he would raid it again, this can only happen in Igbo land.  “And let me tell you something, the reason they removed the former CP (Adeleye Oyebade) was that he knew that IPOB has been non-violent in their activities and he stood on the side of truth, he refused to be compromised that was why they removed him and brought this one from Cross River State who is on a mission he will never accomplish.”

State Government Have Spent N50bn Taking Care Of Benue Flood Victims – Gov Ortom



Benue State governor, Samuel Ortom has claimed that the state government has spent no fewer than N50bn taking care of the Internally Displaced Persons, IDPs, in the state.

Ortom was reacting to rumour about diversion of relief materials and misappropriation of funds by some officials of his government meant for flood victims.

When asked about the issue of misappropriation of fund and how much has been spent from the state’s pocket, Ortom said, "I think around 50 billion naira currently. 

"Like I said, there has been responses from the federal government, state government and other individuals and organisations. All that we needed was just some assistance.

“We are making a comprehensive analysis, at the end we will make a decision depending on the availability of funds. 

"Since we cannot pay all the salaries, we agreed that we will combine two months and pay for one month, so people can have allowance to do other things. Discussions are still going on and I’m also discussing with other financial institutions to see if we can find a way around it.


“But I still believe that if this process that we have adopted is the desired one, we still have to go step by step so we cannot inflict pain on the workers. One thing I know is that with this inflation, whatever people get is not enough. The good thing is that we are discussing and as we are discussing, we will find a way out of it,” he told Sun.

"Produce Nnamdi Kanu Within 7 Days" - IPOB Tells FG, South-East Governors


Awka – THE Indigenous People of Biafra, IPOB, last night gave the federal government ans South East governors seven days to produce its leader, Mazi Nnamdi Kanu, or be prepared to face consequences that would come from the group.

IPOB media and publicity secretary, Comrade Emma Powerful said in a statement that the where about of Mazi Kanu has remained unknown several days after the attacked on his house in Umuahia by the military

According to him, IPOB members had gone deep in search to locate Kanu and his parents to no avail.

“We are giving the federal government and South East governors seven days to produce or tell us the condition of our leader, Mazi Nnamdi Kanu. If he still alive, they should charge him to court because if anything happens to him, the South East governors should bear the consequences after the expiration of this notice, or they should hasten to build more prisons and acquire more weapons which they will use to kill more Biafrans,” Powerful said.

Powerful said further that after going through the record of IPOB members in Kanu’s compound on the day of the attack, it was discovered that about 38 members were arrested, adding that they had also not been seen to date.

The statement read: “We are once again raising alarm for the United Nation and the relevant bodies across the globe to ask Nigerian government and her security operatives to give details of IPOB leader Mazi Nnamdi Kanu and his parents, including those dead bodies and those picked up alive during the attack and invasion of our leader’s compound in Isiama Afaraukwu Ibeku Umuahia.

“We wonder why the South Eastern governors would decide to collaborate with Hausa Fulani oligarchy to kill our leader Mazi Nnamdi Kanu and parents. Nnamdi Kanu has been using nonviolence approach for the actualization of Biafra since 2012 when the struggle for Biafra independence started.

“It is important for the Nigerian government and South East governors to produce our leader Mazi Nnamdi Kanu before the situation gets out of hand.

“Let the world also ask the Nigerian government and South East governors why and how they sent military to invade Nnamdi Kanu’s compound, which led to the loss of many innocent lives within five days of the operation in his compound.”

Nigerian federation is unbalanced – el Rufai


The chairman of the All Progressive Congress Committee on restructuring, Mallam Nasir El Rufai yesterday disclosed that his committee will submit its report to the national chairman of the party, Odigie Oyegun by the end of October.

Mallam El Rufai who disclosed this at the Chatham House in London where he delivered a paper on restructuring admitted that although the Nigerian federation as it presently is is ‘unbalanced’, majority of Nigerians believe that we are better off as a united country. “As I have argued since 2012, there is no doubt that the Nigerian federation is unbalanced and in dire need of structural rebalancing. This I think we all agree as Nigerians, but the devil is in the details. While some advocates of wholesale abandonment of the existing political structure are probably unrealistic in their expectations, I believe most Nigerians appreciate and cherish our unity in diversity but seek the enthronement of a fairer, meritocratic system that puts social justice above everything else. It is not very hard to achieve this” he noted.
According to the Kaduna state governor, “the preponderance of opinion is that the Federal Government needs to shed weight, and return powers and resources to the states where most government functions can be more efficiently undertaken. For the states to take on these powers, they need to access a greater share of the nation’s resources. And we need to sort out the notion of citizenship so that every Nigerian can enjoy the protection of the Constitution wherever they choose to reside. In many communities, people still use the notion of ‘indigene-ship’ to consign compatriots to a position of ‘settler’ and, by implication, perpetual exclusion from enjoying the full political, social and economic opportunities guaranteed by the Constitution to every citizen”. He said after preliminary research and a careful review of history, literature and reports, the committee has reduced the debate on restructuring into twelve ‘contentious issues’. These are Creation or merger of states and the framework and guidelines for achieving that; Derivation principle; Devolution of powers; Federating Units: Should Nigeria be based on regions or zones or retain the 36-state structure? And Fiscal federalism and revenue allocation. Others are Form of government – (parliamentary or presidential?); Independent candidacy; Land tenure system; Local government autonomy; Power sharing and rotation of political offices; Resource control; and Type of legislature – part-time or full-time, unicameral or bicameral? Governor El Rufai noted that even “without any legislation, national conference or constitutional amendment” the APC government is already restructuring the country through “convention and pragmatic devolution”. “For instance, my colleagues and I in the Kaduna State Executive Council requested that the Federal Government should re-designate two major roads in Kaduna, our state capital, as state roads. The Federal Executive Council granted our wishes, restoring the two roads to our control and saving us the inconvenience of seeking permission from a federal bureaucrat before we can install street lights on a major road in our state capital. “I also cited the fact that the Federal Government no longer just issues mining titles in Abuja; rather it now works with state governments that control the titles to land, unlike in our recent non-collaborative past. In Kaduna State, we are trying to devolve control of forests, management of fire services and other ‘state-level’ functions to our 23 local governments, in addition to many others” he said. Adding his opinion to the debate on restructuring, governor El Rufai noted that “I do not believe that a single, centralised police force can deliver on the necessity to visibly project state power and enforce the law in this vast country of ours with nearly 200 million people. Neither is the exclusive control of over-crowded prisons and an unmanageable number of federal trunk roads and railways”.

Court Proscribes IPOB, Designates it as Terrorists Organisation


Abuja: The federal High Court in Abuja on Wednesday granted an order declaring the activities of the Indigenous People of Biafra (IPOB) as a terrorist organisation and “acts of terrorism and illegality.” The order, which followed a motion filed by the Attorney-General of the Federation (AGF), Abubakar Malami, also proscribed the existence of IPOB throughout Nigeria, with particular attention paid to the South-East and South-South regions.

ASUU NEC Holds Decisive Meeting On Thursday.


The National Executive Council of the Academic Staff Union of Universities, ASUU, will meet on Thursday in Abuja to adopt a position on the concessions offered by the Nigerian government, PREMIUM TIMES can report.

The negotiation team of ASUU had on Friday requested one week to submit the government’s offers to its members for consultation and report back to government.
PREMIUM TIMES had earlier reported how branches held congresses on Wednesday with varying decisions on the government offer.
A source in the union, who asked not to be named because he was not authorised to speak with journalists on the issue, informed PREMIUM TIMES that the national leadership of ASUU will meet on Thursday to decide whether the strike action be called off or continued.
“NEC will hold a decisive meeting tomorrow and will collate the outcome of all branch meetings held,” the source told PREMIUM TIMES on Wednesday.
Officials of the union contacted declined to speak on record on the likely outcome of the meeting.
The president of the union, Biodun Ogunyemi, did not pick or return calls seeking comments.
It would be recalled that the federal government team led by the Minister of Labour and Employment, Chris Ngige, and his Education counterpart, Adamu Adamu, had presented the federal government’s new offer to the union on Thursday last week.
ASUU had then promised to get back with a decision within a week on whether the strike will be called off or not.
ASUU President, Biodun Ogunyemi, was quoted as saying last week: “Now we have something concrete to present to our members.”
The union declared a nationwide strike in August to protest against poor funding of varsities and issues relating to salaries

ASUU SILENT ON MEETING TO CONSIDER FG’S OFFERS


The Academic Staff Union of Universities has said it will not disclose when it will hold its meetings to consider the Federal Government’s offers, aimed at resolving the ongoing strike. The ASUU President, Prof. Biodun Ogunyemi, said this on Sunday while responding to our correspondent’s inquiry as to when the union would meet to examine the Federal Government’s offers and resolve the strike. The union and the Federal Government’s delegation held a 14- hour meeting on Thursday, after which they issued a communiqué, in which ASUU was asked to revert to the government within one week. The ASUU President had on Friday said in an interview that he could not determine when the union would call off its strike until its members met to decide the next course of action. This is also as the National Association of Nigerian Students on Saturday promised to meet the ASUU executives and consider the government’s offers with a view to ending the strike. The NANS spokesperson, Bestman Okereafor, had said this in a statement released in Enugu State.
When contacted to comment on when the union would meet to consider the government’s positions, the ASUU President said in a text message, “Good morning. Sorry. We don’t tell outsiders the arrangements of our meetings. Have a great Sunday.”

IPOB: Many Injured as Troops Attack Kanu’s Home


Many youths were allegedly injured, yesterday, as gunmen suspected to be soldiers, who came in Hilux Pick-up vans, allegedly attacked the Umuahia country home of leader of  Indigenous People of Biafra, IPOB, Mazi Nnamdi Kanu.

The IPOB claimed, last night, that five people were killed and about 30 others were injured in the attack.

However, videos of the clash showing clubs and stone-wielding youths, who clashed with the troop, indicated that scores were injured. One of the youths, who was shot on his right thigh was seen battling for life as his colleagues administered first aid. IPOB Media and Publicity Secretary, Comrade Emma Powerful, told Vanguard that the attackers wore army and police uniforms and drove into the palace of the traditional ruler of Afaraukwu, who is the father of Nnamdi Kanu and started shooting people. He said in a statement: “We did not clash with anybody or group. The attackers wore Nigerian soldiers and Nigeria Police uniforms and came to kill our leader, Mazi Nnamdi Kanu, in his compound at Afaraukwu, Umuahia and started shooting sporadically and killed five people and up to 30 other people had bullet wounds. After attacking our people, they drove off. They came in five Hilux vans.” Meanwhile one of the allegedly wounded IPOB members was taken to the Federal Medical Centre, Umuahia, where doctors were battling to save his live. A doctor on duty at the emergency unit of the hospital said the IPOB member sustained gunshot injury at “the thigh region.” We neither attacked nor killed anyone — Army However, a statement signed by Major Oyegoke Gbadamosi, Assistant Director, Army Public Relations, 14 Brigade Nigerian Army said: “The attention of 14 Brigade Nigerian Army, has been drawn to fictitious news going round especially on the social media that troops have invaded the home of Nnamdi Kanu and killed three persons. “This is far from the truth. Rather, it was a group of suspected IPOB militants that blocked the road against troops of 145 Battalion while on show of force along FMC-World Bank Road in Umuahia town, Abia State at about 6.00-6.30pm, today (yesterday). “They insisted that the military vehicles would not pass and started pelting the soldiers with stones and broken bottles to the point of injuring an innocent female passerby and a soldier, Corporal Kolawole Mathew. “The troops fired warning shots in the air and the hoodlums dispersed. No life was lost. “Therefore, the public are kindly enjoined to disregard the rumours going round and the fictitious photographs of purported victims of attack. “Both the soldier and the innocent female passerby have been evacuated to the unit’s Medical Inspection Room and are receiving treatment. “We would like to use this opportunity to warn mischief makers threatening the peace and security of the country through falsehood such as above. Members of the public are please requested to go about their lawful business and report any suspicious activity to the nearest police station or security.” Ohanaeze, ECA, MASSOB react Contacted on the issue, President-General of Ohanaeze, Chief John Nnia Nwodo, declined comments until after consulting with the Abia State Chairman of Ohanaeze and other Igbo leaders. Secretary of the Eastern Consultative Assembly, Evangelist Elliot Uko, wondered if the attack was a prelude to the Operation Python Dance 11 that the Chief of Army Staff, Lt General Tukur Buratai, has planned to carry out in the South-East. ‘’We (ECA) are warning that if the Army did not fish out the culprits who shot at the residence of Nnamdi Kanu, it will be setting a motion for uncontrollable crisis that will overwhelm the country. ‘’The idea of going to shoot at Nnamdi Kanu’s residence will only deepen the anger and bitterness in the land. This will be idiotic and counter-productive,’’ he said. Reacting to the development, Movement for the Actualization of the Sovereign State of Biafra, MASSOB, said the attack was another attempt by the Chief of Army Staff to intimidate the people with an army of occupation. MASSOB leader, Comrade Uchenna Madu, who frowned at the development, called on President Muhammadu Buhari and the Chief of Army Staff to order the withdrawal of soldiers from the South East without further delay or be prepared to face legal action for alleged violation of human rights. MASSOB said: ‘’President Buhari should understand that Nigeria as a signatory and member of United Nations and African Nation on human and people’s right which is enshrined in human and people rights charter, should stop violating peoples right in the name of giving security where there is no threat to security. “The operation python dance or Egwu-eke in Biafran land is act of frustration from Nigerian government and the Chief of Army Staff, who has failed to capture the Boko-Haram leader, Shekau on the stipulated date given to him. “General Tukur Buratai has never deemed it fit to launch operation ‘machiji or kunama meaning operation snake bite or scorpion sting respectively against the Hausa/Fulani herdsmen who went about killing people, raping women and young girls, setting people’s houses ablaze; instead, he is coming to Biafra land to launch unnecessary security operation that is needless due to no threat to security. “This All Progressives Congress, APC-led government is full of dictators and human right violators. We cannot run away from our fathers’ land, no amount of military and police deployment will deter us from pursuing our legitimate right for self determination which is Biafra actualization. “It is unfortunate that Chief of Army Staff and his troop have failed to restore peace in North East where Boko-Haram has been in control for many years now. ‘’Nigerian security agents have failed to arrest Alhaji Yerima Shetima of Arewa youths and the sponsors for the quit notice they issued to Ndigbo, yet they are busy hunting for those that are not hunting them or disturbing them in any way.” Police confirm clash The Abia police commissioner, Leye Oyebade, who confirmed the incident, said in a text message that: “I have just spoken to the C.O. [Commanding Officer]. He said a repaired Military armoured vehicle was used to patrol the Umuahia metropolis. I gathered that they were shooting sporadically, which led to the IPOB group wielding daggers, throwing broken bottles at them. “Unfortunately, a police man on guard duties going to work was macheted by the IPOB group, while a soldier and a civilian were equally injured. All are being treated in the Police Clinic for minor injuries sustained. Normalcy has since been restored.” The alleged invasion of Kanu’s home came barely two days after the Army announced a deployment of troops to the region on a special operation it called Operation Python Dance II. Chief of Army Staff, Lt. General Tukur Buratai, who disclosed this, last Friday, at a press conference, hinted also that the exercise, codenamed Python Dance II, would be in five South Eastern states of Abia, Anambra, Ebonyi, Enugu and Imo. According to the Army boss, who was represented on the occasion by the Chief of Training and Operations, Maj. Gen D.D Ahmadu, the exercise will be conducted in 82 Division area of responsibility of those five states and the exercise is scheduled to take place from September 15 to October 14, 2017. Buratai said the objective of the exercise was to effectively contain the reported cases of kidnapping and other vices prevalent in the South East every Yuletide season. “The need for troops to be exercised, refreshed and imbibe the requisite skills to cope with these emerging security challenges within the 82 Division area of responsibility in aid of civil authority necessitates this exercise, “he added. According to him, emphasis will be placed on raids, cordon and search operations, anti-kidnapping drills, road blocks, check points, patrols, humanitarian relief activities such as medical outreach and show of force to curb the rising threat to national security in the South Eastern part of the country.” “Exercise EGWU EKE II has become more expedient due to the mindless assassinations (even in religious places), attacks on security personnel and theft of weapons, kidnappings, armed banditry and violent agitations by secessionist groups, amongst other crimes that have recently bedevilled the region. “It is pertinent to mention that the security, safety and well-being of innocent and law-abiding citizens of the states mentioned above have been adequately factored into the planning of the exercise. Thus, the rights of individuals as enshrined in the constitution would be respected and safeguarded. “Additionally, EGWU EKE II is also conceptualized to transit into real time operations, thereby fulfilling both training and operational objectives of sharpening operational skills of personnel as well as providing an avenue to conduct operations against violent criminals and agitators when called upon. “As precursor to a peaceful ‘ember’ period and yuletide, provision has already been made for the smooth conduct of the exercise. EGWU EKE II will be unique with the establishment of Brigade Headquarters in each of Abia, Anambra, Ebonyi, Enugu and Imo States. “It is noteworthy to mention that EGWU EKE II is set to be another epoch making activity that would make the nation proud of the Nigerian Army’s determination at sustaining its constitutional role of defending the territorial integrity of the nation as well as its commitment to aid the civil authority to bring about peace and security in the south eastern part of our dear country in particular, and the entire nation in general,” he said. He, therefore, advised members of the public, especially residents of Abia, Anambra, Ebonyi, Enugu and Imo states not to panic as their safety and well-being was guaranteed at all times. A similar exercise was conducted  between November 27 and December 27, 2016.

BREAKING NEWS. ASUU TO SUSPEND STRIKE AFTER CLOSED DOOR MEETING WITH FG


Academic Staff Union of Universities (ASUU) says it has agreed to consider the federal government’s offer and suspend their strike. The news comes after 12 hours, 30 minutes of a closed door meeting between ASUU and a government delegation in Abuja which started 1:38pm on Thursday, September 7 and ended 2:15 a.m. on Friday, September 8.

According to PT, the leadership of ASUU, however, said though it accepted the proposal presented by the government, it will take the proposal to its members and get back to the government in a week. The national president of ASUU, Biodun Ogunyemi, told journalists after the meeting that the union will come back after one week to take its final decisions.
In his words:
"Now we have some concrete proposal that we will take back to our members for consideration."
Adamu Adamu, the minister of education, said ASUU’s demands have been addressed and the union will get back to the government in a week after consulting with its principals.
Recall that the Joint Action Committee (JAC) of Senior Staff Association of Nigerian Universities (SSANU), Non-Academic Staff Union of Universities (NASU) and the National Association of Academic Technologists, (NAAT), announced that they would join the ASUU strike on Wednesday, September 6.
The president of SSANU, who is also the chairman of JAC while speaking at a press conference in Abuja explained reasons for the industrial action, saying the nationwide strike would be total and comprehensive.

The Minister of Labour and Employment, Chris Ngige, has disclosed that the Federal Government has begun the payment of salary arrears of the striking university teachers.

But the lecturers, under the aegis of the Academic Staff Union of Universities (ASUU) insisted that the Federal Government must remit N200 billion into the universities’ revitalisation fund before the ongoing strike can be suspended.

ASUU leaders, who came to the negotiation table with a former President of the union, Prof. Assisi Asobie and President of the Nigeria Labour Congress (NLC), Abuba Wabba, explained that the payment of their salary arrears without getting a commitment to the payment of the N200 billion for the rehabilitation of the universities would portray the union as being only concerned with the welfare of its members and not the general improvement of the teaching conditions in the institutions.

Issues in contention include the registration of Nigerian Universities Pension Management Company (NUPEMCO); fractionalisation of salaries in federal universities and gross under-funding/non-funding of state universities and arrears and the implementation of earned academic allowance; and the non-release of funds for the revitalisation of public universities as spelt out in the 2013 Memorandum of Understanding.

Other issues are guidelines for the retirement benefits of professors in line with the 2009 FGN/ASUU agreement; Treasury Single Account (TSA) and withdrawal of support for universities’ staff primary schools.

Similarly, the members of the National Association of Resident Doctors (NARD) may call off their ongoing industrial action today after an emergency congress meeting.

The insistence of the doctors to have the evidence of the implementation of the agreement reached with them last Thursday was responsible for the 10-hour marathon meeting that ended yesterday morning.

The Guardian learnt that the National Association of Resident Doctors (NARD) insisted that the Federal Government should provide the evidence of implementation to avoid the situation which the academic and non-academic staff unions of universities found themselves.

NARD said it was no longer interested in signing a memorandum of understanding without physical and verifiable implementation of the agreement and would not suspend the ongoing action.

The agreement termed ‘Memorandum of Terms of Settlement’ addressed the six issues raised by NARD: shortfall in salaries; failure to rectify the salary shortfall from August 2017; failure to circularise house officers’ entry point; failure to correct the stagnation of promotion of NARD members and properly place them on their appropriate grade level; failure to enroll and capture NARD members on the Integrated Personnel Payment Information System (IPPIS); and failure to budget, deduct and remit both the employer and employees’ contributions pension to NARD members’ Retirement Savings Account since 2013.

On the non-payment of salaries, the meeting noted that the Office of the Accountant General of the Federation (OAGF) did receive one Authority to Incur Expenditure (AIE) of the sum of N13.2billion to address the shortfalls in public sector, including the payment of the salaries of affected doctors in Federal Tertiary Health Institutions (FTHI).

It was agreed that payment would be made directly to the affected FTHI for doctors and other members of staff that have been authenticated, and a soft copy would be forwarded to the Ministries of Health and of Labour and Employment, chief medical directors, NARD and the Nigerian Medical Association (NMA).

And providing evidence before the NARD emergency National Executive Council (NEC) meeting slated for today, members of the association that have been authenticated must have received their payment on or before Friday morning.

The Federal Government noted that the shortfalls were basically experienced by those not on the IPPIS platform termed ‘non-regular allowances/payments’.

It was also noted that the Office of Accountant General of the Federation (OAGF) is currently capturing the paramilitary staff on IPPIS platform and would be ready to deal with members of NARD by first week of October, precisely on October 4, 2017.

So, it is expected that the 100% payment would be implemented as from October 2017, as September salaries are already at an advanced stage of preparation. Any shortfall that occurs is to be treated together with that of August 2017.

The role of the Cash Management Department and PICA in the payment of the Non Regular Allowances (Non IPPIS), and in finding a permanent solution to the issue of salary shortfalls was acknowledged.

The meeting resolved that the ministers of Labour and Employment, and Health, together with the Budget Office of the Federation, and one member each of NARD and NMA would soon discuss the matter with the ministers of Finance, and Budget and Planning.

NARD was assured that notwithstanding IPPIS coming into existence in October, 2017, the arrears accumulated in salary shortfalls on the Non Regular Platform would be paid based on the old payment regime and liquidated.

On the failure to circularise house officers’ entry point, it was noted that the Ministry of Health National Salaries Income and Wages Commission (NSIWC) had made a computation of the financial implications for them amounting to approximately N422, 564,729.34 and that the monetary problem of their entry step would be captured in the 2018 budget.

On the failure to correct stagnation of promotion, it was concluded that while the appeal filed by the Ministry of Health in the Appeal Court against the judgment of the National Industrial Court of Nigeria (NICN) on skipping is pending, skipping for doctors should, however, continue as it currently applies to other health workers, and that hospitals that are yet to implement skipping for doctors are to commence.

It was also resolved that there should be no “same scale” promotion except at the terminal grade level and in accordance with the Public Service Rules. Payment for skipping shall stop if the Appeal Court invalidates it.

The failure to enroll NARD members on the IPPIS was also tackled as the meeting concluded that based on the information given by members of NARD, it was noted that only 18 federal tertiary health institutions have so far submitted their nominal roll.

The meeting agreed that NARD members should be on the IPPIS platform and that the CMDs as well as the MDs should be requested by the Ministry of Health to submit their nominal roll to the Office of the Accountant General of The Federation (OAGF) and copy to the Ministry of Health and that of Labour and Employment on or before September 15, 2017.

The meeting admitted and considered a letter by the Federal Ministry of Finance on “Re: Stoppage of Budgetary Provision And Deduction at source For the Contributory Pension Scheme For Resident Doctors” which reaffirmed the earlier position taken that resident doctors are entitled to the Contributory Pension Scheme.

The Federal Government is to appeal to state governments and organisations that owe salary shortfalls/emoluments to health workers to make genuine efforts to liquidate them in the spirit of revamping the health care system in the country.

It was, therefore, agreed that NARD national officers would present the outcome of the re-negotiated Memorandum of Terms of Settlement to an emergency meeting of its members by today with a view to suspending the strike once there is evidence of payment of the mandate as presented to the meeting.

Both parties agreed that members of NARD would not be victimised as a result of this strike if suspended, after the emergency meeting.

The agreement was signed by the NMA President, Prof. Mike Ogirima; NARD President, Dr Onyebueze John; Minister of State, Ministry of Labour and Employment, Prof. Stephen Ocheni; Minister of Health, Prof. Isaac Adewole; and his Labour and Employment counterpart, Dr. Chris Ngige, among others.

The Secretary General of NMA, Dr. Yusuf Tanko Sununu, in a telephone interview with The Guardian yesterday said: “There were grey areas with the first MoU. We have reached agreement on a number of issues and have signed a new MoU. What is left is for the NARD executives to take the issues agreed on to their emergency congress scheduled for Friday (today). If their members are okay with the positions we have taken, then they may decide to suspend or call off the strike

ASUU STRIKE: We Have Reached Agreement With Lecturers – FG (see Details)

The federal government of Nigeria has stated that it has reached an agreement with members of the striking Academic Staff Union of Universities, ASUU.
The minister of Education, Adamu Adamu made this known at a reconciliation meeting with Executive members of ASUU, officials of the Ministry of Education and other stakeholders on Thursday in Abuja.
According to him, the two most contending issues were the allowances and the revivalisation of the universities system.
“I think we have already reached agreement on one and I hope we will be able to reach agreement on the other,” he said shortly after the meeting.
Also, speaking after the meeting, Minister of Labour and Employment, Chris Ngige, said that the meeting was convened to resolve rough edges to enable the union call off its strike.
According to him, strike is approaching one month and that it is adversely affecting the academic calendar of the universities.
“So the major essence of our reconvening today is to see that areas of mistrust are broken down between the government side and yourself so that we can have some kind of bargaining agreement on the way forward, so that the school system will come back to life.
“The children can take their exams, degrees or promotional exams,” he said.
He noted that there are urgent issues at hand that were mandatory for all to fashion out ways of resolving them. Ngige said that reconciliation meeting was recognised by the International Labour Organisation (ILO) and that there was need for to dialogue.
“If there are impediments we will all put heads together and resolve them.
“By God’s guidance, we will assist in making life better for our students and lecturers, parents and the entire people of Nigeria,” he said.
Also, Mr Biodun Ogunyemi, ASUU president commended the ministers for the observations on the letters that were exchanged between the union and the government.
“We have conveyed the position and feeling of our members on the issues in contention via a letter dated Aug, 28 and we were also in receipt of government’s position in response to our letter.
“Our members have also come with open mind in that government will play its own part to reassure our members that their observations are going to be attended to,” he said.

Controversial Enugu-based Catholic Priest, Rev Fr Ejike Mbaka has predicted what will likely happen should agitators succeed in their push for the actualisation of Biafra.
Mbaka said he was convinced that fault lines between different Igbo communities would arise if Biafra ever became a reality.
The priest made this prediction while addressing a cross section of Igbos in East London, on Tuesday.
According to Mbaka, “If you think we have trouble in Nigeria now, we will see trouble in Biafra.
“No Anambra man would let an Enugu man be president, no Imo man would let an Abakaliki man be president”.
Mbaka also faulted claims that the South East is being marginalised.
Citing the immediate past administration of ex-President Goodluck Jonathan, the controversial priest said an Igbo was Finance Minister, Central Bank governor, and so on.
Mbaka also noted that those whom the leader of the Indigenous People of Biafra, IPOB, Nnamdi Kanu have been able to influence into agitating for Biafra are “the children of the poor,” who are not thinking properly about the implications of secession.
He insisted Biafra agitators were being deceived by Kanu.
Mbaka had earlier disclosed why Igbos must insist on the unity of Nigeria.

EVERY RICH MAN IS HANDSOME

Before you join me in psycho-analyzing the issue of a man’s “beauty” being subject to the weight of his pocket, let’s get one thing straight: Money is sexy as hell. Yes, I said so. A while ago, if someone made the same statement and I heard it, I would look at them with disdain, while thinking to myself: “what a shallow somebody” …and naturally, I would roll my eyes… very heavily too.
But, yeah…I see the light now.
Believe it or not, having money is a game changer for anyone: man or woman. But I guess for men, it’s a more dramatic change. No? Have you ever seen the throw back pictures of some Nigerian celebrities who are kind of sex symbols now? Tu face? Flavour? They looked dried up, hungry and excruciatingly unpleasant to the eyes… compared to the way they look now. What is the difference between then and now? Did their facial features change? Did they take some magical pill that made them look hotter than they used to? No. they didn’t. Their “beauty” came with the money they acquired when they “blew”! I mean…except for maybe Bobrisky who went on to bleach and now wears fabulous weaves and wigs, most of these celebrities did not really do anything extra to their looks. They just became handsome and sexy because they gained wealth.
Agreed, there are some who even with the wealth, they still look ugly AF…they know it, we know it… but nobody ever mentions it. In fact, they are used as yardsticks for “handsomeness” and “being dapper”. Why? They have the money!
Yesterday, a close friend asked: MR Jose.. be honest, would you rather an ugly man with an annual income of 500 million Naira or a handsome man who is unemployed or undecided at his career path?” It was a tricky one, so I asked further questions for clarification: “when you say ugly, do you mean repulsive or just not good-looking?” “hmmm…not good-looking” he said. “Hmmnnn…and both are the same age?” I continued, and he says “Yes, both 32”. With the extra questions answered, I did not hesitate. I straightaway said: “I’d go for the Ugly one.”. My friend (clearly shocked since I’m a huge champion of equal love for “struggling” men) yelled: “Liar! Even if he looks like ‘a certain president Nigeria once had’?” and I said: “YES! What do you mean? That dude is super intelligent and sexy! Have you read any of his books?” Of course, that was me trying to be funny, but my “yes” was a certain yes.
Before you judge me any further (because I know you are already doing that), let me walk you through my thought process and how it was easy to pick the ugly rich man. The way I see it, being wealthy or having a huge income is a product of extreme hard work, huge efforts, and sacrifices made in the past by themselves or their families. The man who makes the annual income of 500 million Naira is rich not just because he has money, he is rich because he did something in the past to grow, to maintain money. He has was intelligent, focused, purposeful and tenacious. The handsome man, on the other hand, what did he do to earn his looks? What effort did he put in? Genetics? Proper grooming? Is that it?
Again, “handsomeness” is a depreciating value while wealth is appreciating value. Looks and unnecessary charm in a man will give butterflies, sweet heartburn and all that goofy nonsense that makes life seem enjoyable…but that handsomeness fades with time and circumstances…and along with it the heady feelings and emotions. That is a certainty.
A man who has successfully earned a considerable amount of money is likely to be more financially smart and plan futuristically. His value usually will appreciate with time, and even if he fails or experiences difficulties at some point, there is the high probability that he has what it takes to rise back up again. Considering these remote implication makes it easy to see pick the ugly man.
Basically, the amount of money a man has kind of determines how valuable and how “handsome” he appears. Even Jay Z, who is generally considered ugly, said in Family Feud, one of the songs on 4.44, his new album: “Ain’t no such thing as an ugly billionaire, I’m cute.” Perhaps he was being petty, but he hit the nail on the head. Do you think Beyonce, the epitome of beauty, would have married him and stuck with him despite the lies and cheating, should he have been the regular boy from across the streets? Do you think she would have thought him handsome enough to combine her genes with and birth children? If you asked her now, she would say to you that he is the most handsome man in the world. Why? His financial worth is handsome, ergo, he is handsome.
Don’t get me wrong, this in no way means I no longer have an unabashed soft spot for beautiful people, I still do. But at the same time, I also have a deep respect for financial stability and economic vigor. Like I always say, women (feminist or not) are naturally wired to seek a man who is capable of protecting and taking care of them financially…even when they can take care of themselves already. It is innate, they would prefer a person with whom they can have a secure future with, ugly or not. A man stops being ugly to any woman the moment he is able to make something for himself and can offer her an above-average future.
We need to stop being pretentious about things like this and look past the erroneous idea that a woman who picks an ugly man with money is shallow, does not see him for more than his worth and is only managing him for his money.

FG - ASUU NEGOTIATIONS CONTINUE UNDER Leadership of LABOUR MINISTER by PRESIDENCY

News reports that Vice President Yemi Osinbajo, SAN, is now leading Federal Government negotiations with the Academic Staff Union of Universities, ASUU is inaccurate.

Media reports seemed to have misrepresented what Labor & Employment Minister, Dr. Chris Ngige meant when he spoke with reporters about the negotiations after the Federal Executive Council meeting on Wednesday.

The Vice President had a discussion after FEC with both the Labour Minister and Education Minister Malam Adamu Adamu around the issues, but has not taken over the negotiations as widely reported. Both Ministers will continue to lead the FG- ASUU talks.

The Federal Government continues to diligently pursue a prompt resolution of this dispute and is confident the matter would be resolved.

MBAKA : "IGBOS WILL LOOSE MORE , NO HAUSA OR YORUBA HAS PROPERTY IN IGBOLAND by Adole Jose Ehoda


Fiery Enugu-based Catholic priest gave his views today on the current agitation for the secession of southeast Nigeria from the rest of the country as the Republic of Biafra.

Addressing a gathering of Igbos in East London, the controversial cleric said that Igbos should be the last people seeking to leave Nigeria. He said:

“No Hausa person owns property in Igboland. No Yoruba person owns property in Igboland. But 60% of businesses in northern Nigeria are owned by Igbos. 40% of businesses in western Nigeria are owned by Igbos.”

Mbaka implied that Igbos had the most to lose by the breakup of the country. He claimed to know about how much Igbos owned across Nigeria because he was regularly being invited to to say blessings at the opening of new businesses by Igbos, especially in northern Nigeria. He said:

“Go to Sabon Gari in Kano and see what Igbos own there”. He added that Igbos could complain that they were not enough of them in government, but under former president Goodluck Jonathan, an Igbo was finance minister, Central Bank governor, and so on.

He went on to suggest that those Igbos that have been seduced into agitating for Biafra by Nnamdi Kanu, the leader of separatist group Indigenous People of Biafra (IPOB) are “the children of the poor”, who in his view, are not thinking properly about the implications of secession. Mbaka said those people were being deceived by Kanu.

Mbaka then moved on to what could happen in an independent Biafra if it ever came to fruition. He said: “If you think we have trouble in Nigeria now, we will see trouble in Nigeria. No Anambra man would let an Enugu man be president, no Imo man would let an Abakaliki man be president”.

He was very convinced that fault lines between different Igbo communities would come to the fore if Biafra ever became reality.When challenged on talking about politics, Mbaka responded that “politics is part of life” and “I read political science and political philosophy”. He added that decisions made by politics affect everyone

EFCC TO BEGIN REPATRIATION Of $200 BILLION DUBAI STASH , RECEIVES LOOTERS & #39; LIST


The government of the United Arab Emirates (UAE) as part of its bilateral partnership with Nigeria has reportedly begun providing the Economic and Financial Crimes Commission (EFCC) with a list of Nigerians with loot stashed in the middle eastern country.
According to the Nigerian Senate, over $200 billion is hidden in Dubai. The EFCC has already began sifting through the list which includes high profile politicians, bankers, oil executives and other politically exposed persons.
The EFCC says it is already monitoring the movements of 22 such individuals who spend most of their time in Dubai.
The Nation reports an EFCC source disclosed that the list may eventually be released to the public after investigations are concluded.



“In line with its Beneficial Ownership laws, we have already a database of Nigerians with assets in the United Arab Emirates, including properties of some high-profile Nigerians under investigation.
“We are already studying the database in line with our ongoing investigation and profiling. We have a long list of some politically exposed persons and businessmen under probe.
“The signing of the agreements between Nigeria and the UAE by President Muhammadu Buhari last week has opened a robust vista which will hasten our identification and attachment of the suspicious assets.
“It is time to set out for work. You will recall that over N1.34 trillion was stolen by public officers in seven years. We will trace some of these funds and the assets acquired with them in UAE.”



Responding to a question, the source added: “We will not release the list now but already we have initiated action on some suspects.

PRESIDENT BUHARI DIRECTS EMERGENCY RESPONSE TO BENUE FLOODING; SYMPATHISES WITH AFFECTED COMMUNITIES

President Muhammadu Buhari has received with great concern reports of the flooding in Benue State, which, according to early estimates, has affected thousands of homes and displaced more than 100,000 persons in 12 local government areas.
Consequently, the President has directed the National Emergency Management Agency (NEMA) to immediately mobilize personnel and resources to come to the aid of the victims of the flooding. The President is closely monitoring the situation, and will be receiving regular updates on the scale of the disaster, as well as the Federal Government's humanitarian response.
The President extends his sympathies to the Government and people of Benue State, and assures that the Federal Government will make available any assistance needed to enable the State Government and the affected communities cope with and surmount the impact of the flooding.

I congratulate our Muslim brothers and sisters who are currently in Saudi Arabia to participate in the rites of the Hajj.

From the outset, I want to use this opportunity to thank all Nigerians who prayed for my recovery and have continued to extend their goodwill and support after my return to the country. 

Indeed your fervent and sincere prayers, which cut across religion, political and ethnic divides, has energised me to re-dedicate myself and this administration to the task of building a great Nigeria.

On the joyous occasion of this year’s Eid-El-Kabir celebration, I appeal to all Nigerians to rise against the odds, keep our prejudices aside and strengthen the bonds of friendship and unity to keep our country together.

For Muslims all over the world, this celebration is to commemorate the trials and triumph of Prophet (Abraham) Ibrahim.

As we celebrate, I sincerely believe that our nation can make rapid progress on all fronts if we re-enact the exemplary virtues, typified by Prophet (Abraham) Ibrahim, through his sacrifice, patience, steadfastness, generosity and obedience to Allah's command and constituted authority.

We must learn to see ourselves as brothers and sisters from the same heritage, who must come to terms with the African proverb that ‘‘a family tie is like a tree, it can bend but it cannot break.’’
