Former Acting VC of OAU Remanded In EFCC Custody

The Osun State High Court sitting in Ede has ordered that the immediate former Acting Vice Chancellor of the Obafemi Awolowo University (OAU), Ile-Ife, Professor Anthony Elujoba be further remanded in the custody of the Economic and Financial Crimes Commission (EFCC).

The anti-graft agency had on Wednesday arrested Professor Elujoba alongside the school’s Bursar, Mrs Josephine Akeredolu on alleged financial corruption and abuse of office.

Professor Elujoba and Mrs Akeredolu were arraigned on Friday before Justice David Oladimeji on seven counts of intent to steal money belonging to the institution and conspiracy to defraud the school among others.

The defence lead counsel Ibrahim Lawal, who had earlier filed a bail application before the court, prayed that they be further remanded in EFCC custody pending the hearing of the application.

The EFCC counsel Festus Ojo, however, opposed the prayer and asked that the defendants be remanded in Ilesha Prison.

In his ruling, Justice Oladimeji ordered that the defendants be remanded in EFCC custody pending the hearing of the application on Tuesday, July 11.

Meanwhile, some members of staff of the university including the present Vice Chancellor of OAU, Professor Temitope Ogunbodede gathered outside the court to declare support for Professor Elujoba.

The workers who carried placards with various inscriptions described his arraignment as an “injustice to an innocent man”.

They urged the EFCC to look into the case properly and bring the real looters to book and release the former OAU acting vice chancellor.

We Maintain Our Stand In Magu’s Rejection, says Senate

NOTHING has changed in the position of the Senate on the rejection of Mr.Ibrahim Magu as chairman of the Economic and Financial Crimes Commission (EFCC), spokesman for the Red Chamber of the National Assembly, Mr. Sabi Abdullahi, said yesterday Abdullahi, Chairman of the Senate Committee on Media, spoke to the News Agency of Nigeria (NAN) in reaction to Thursday’s statement by Acting President Yemi Osinbajo that Magu ‘’will remain the EFCC chairman as long as I remain the Acting President and as well as Muhammadu Buhari remains the President.’’
Elsewhere yesterday, Magu declared that now is the time to fight corruption with the backing of President Buhari and Vice President Osibanjo. ‘’We are committed to fight corruption. If we don’t do it now, forget it,’’ he told representatives of civil society organizations at an interactive session in Kano. Mr. Abdullahi said: “the Senate has already made its resolution, and our resolutions are official statements. “And most times, based on how we communicate, we don’t go to press immediately because somebody has made a statement; we usually discuss issues.
“You know before we made that resolution the issue was debated. It is not because the executive has said something, we will react to it. We discuss issues first. “That is what makes up an institution. Nobody in the Senate is expressing his individual opinion. We are expressing the opinion of the Senate, its stand and its position. “We have given it a resolution. For now that is what subsists, and until we get a response, otherwise officially, we are not going back.” He asked all arms of government to respect the rule of law for the deepening of the democracy in the country.
“Let us work in the interest of Nigerians. We have made a point, a point which is clear,’’ he said. “He was brought to us for confirmation, and on the basis of damning reports from the DSS, we rejected him twice. It is left for Nigerians to see and we have done our part,” he said. However,Magu at the Kano meeting with civil society organizations said the anti-graft commission under his watch must win the war against corruption. His words:if Nigeria must move forward, we must fight corruption. Corruption is a threat to the unity of Nigeria.
The fight against corruption is fight for the survival of Nigeria. So, we must win this fight, because corruption is fighting back and we will not allow it. “Biafra and the call for restructuring of Nigeria and the issue of Boko Haram are all the products of corruption. So, we must not fold our arms and let this endemic syndrome continue. “There is no way corruption will continue in this country.
We have a president and a Vice President that are serious on the war against corruption. This is the only period in the history of Nigeria to have government that is serious against corruption. “Corruption has caused deterioration in the quality of infrastructure, healthcare delivery and education among others. So it is our duty to ensure we fight this scourge . “The looters are not up to 10,000 out of a population over one hundred million people. We will save the country from the scourge of corruption. “We can do it because we have the advantage of the number to push them out. Fighting corruption in the country is compulsory to have a better society.”

Saraki And Osinbajo Meet As Presidency Uncovers Senate’s Plot

Overwhelmed by negative reactions to some observations on the floor of the Senate, the President of the Senate, Dr. Bukola Saraki on Thursday night held a secret meeting with the Acting President, Prof. Yemi Osinbajo.
Investigation conducted by our correspondent revealed that the Senate President’s meeting with the Acting President was based on “some developments that occurred in the Senate during the week, including the suspension of consideration of further nominations by the Executive in protest against the retention of the Acting Chairman of the Economic and Financial Crimes Commission ( EFCC), Mr. Ibrahim Magu, and the consequent threats of impeachment by some Senators.
A source said: “The Senate President met with the Acting President. He actually came alone and without the paraphernalia of his office to underscore his commitment to rapprochement between the Executive and the National Assembly.
“Saraki took time to explain a few things to the Acting President, but the talks bordered on the clarification of a few misgivings, especially the rumour that he was planning to become the Acting President or instigating the Senate against the Presidency.
“He also took time to explain why the Senate wanted its resolutions respected in line with the principle of separation of powers.
“Above all, the session was actually frank.”
Findings made by our correspondent also showed that Thursday’s meeting between Osinbajo and Saraki was preceded by a visit the National Chairman of the All Progressives Congress ( APC), Chief John Odigie-Oyegun, paid the Acting President on Wednesday night.
Before his visit to Osinbajo, Odigie-Oyegun was said to have reached out to the Senate leadership, asking them to prevail on warring senators to tread softly so as not to plunge the nation into unnecessary crisis.
A government source said: “The APC National chairman came at a time the Acting President was about to have a meeting with a select group of government officials. He was asked to join the meeting, which bordered on the battle line drawn by the Senate.
“During the session, the APC National chairman said he had interacted with Saraki and advised the Senate leadership and Senators to ‘lie low’ and avoid anything capable that was capable of plunging the nation into crisis.
“Oyegun also said the APC could not understand why the party in power would be in opposition against itself.
“No one can say if Oyegun’s intervention was responsible for the visit of the Senate President to Osinbajo.”
There were indications yesterday that the Presidency had uncovered four planks on which the Senate is hinging its threats of impeachment.
One of them is the running battle between the Presidency and the Senate over continued stay of the Acting Chairman of the Economic and Financial Crimes Commission ( EFCC), Mr. Ibrahim Magu, in office.
A reliable Presidency source said: “Intelligence report revealed that some senators have identified four issues to take the Presidency on.
“These issues are insistence on the removal of Magu; the renewal of the row between the chamber and the Comptroller-General of the Nigerian Customs Service, Col. Hamid Ali (rtd); the alleged denigrating comments of the Chairman of the Presidential Advisory Committee Against Corruption (PACAC), Prof. Itse Sagay and alleged constitutional breaches by the Acting President and the Presidency in general.
“Although the President of the Senate, Dr. Bukola Saraki, told the party leadership that the impeachment kite caught him unawares and he swiftly overruled the senators behind it, intelligence report indicated that “it was a kite flying agenda” by some senators.
“The government does not wholly believe the defense of the Senate leadership. It is closely monitoring events and putting safety valves in place, including legal dimension.
“Part of the intelligence report showed that some senators had plotted the impeachment script before the Tuesday session.
“Those who tabled the motion were actually not aware that the Acting President had returned to the country.”
It was learnt at press time yesterday that some past leaders (names withheld) had teamed up with the Acting President against the threats from the Senate.
“These leaders have told the Acting President to remain focused and ignore elements trying to cause political upheaval in the country.
“In fact, they assured Osinbajo of their support. These are leaders who the government thought had identified with the Senate.”
The tone for the impeachment process was set by two issues raised on the floor of the Senate on Tuesday.
The Senate had on Tuesday taken exception to the retention of the Acting Chairman of EFCC, Mr. Ibrahim Magu, and the Executive’s alleged non-compliance with the resolutions of the Senate.
The President of the Senate had said: “This is an issue that we have to once and for all address. We cannot pass laws and see that the laws are not being obeyed. This resolution must be obeyed by the Acting President, otherwise we will take appropriate actions and resolutions.”
On the same day, Senators Eyinanya Abaribe and Kabiru Marafa had under Point of Order asked the Senate President to become Acting President in the absence of President Muhammadu Buhari and the Acting President, who was away for AU meeting in Addis Ababa.
Marafa said: “If the President is not around, the Vice President should act, and if the Vice President is not around, the Senate President, who is the number 3 citizen should become Acting President.”

Attempt To Declare Saraki Acting President Fails At The Senate

A mild drama occurred on the floor of the Senate, on Tuesday, when a point of order was raised, that the Senate President, Abubakar Bukola Saraki was the Acting President of the Federal Republic of Nigeria.
The Senate, upon resumption from its 3 weeks break, received a communique from Acting President of Nigeria, Professor Yemi Osinbajo, seeking the confirmation of Mr. Lanre Gbajabiamila, as the Director General of National Lottery Regulatory Commission.
The lawmakers, however, subjected the letter to deliberations, owing to the fact that the Acting President, had earlier reportedly said the Senate had no power to confirm nominees.
Attempt to declare Saraki acting President fails at Senate
Senator Eyinanya Abaribe (Abia South), had raised a motion that the country had no President or Acting President at the moment, adding that, President Muhammadu Buhari and Professor Yemi Osinbajo were neither in the country, as at the time.
This was greeted with a counter point, coming through order 53 rule 4 of the Senate standing rules, by Senator Kabiru Marafa (Zamfara Central).
Marafa who cited relevant sections of the Nigerian constitution, said, “if the President is not around, the Vice President should act, and if the Vice President is not around, the Senate President, who is the number 3 citizen should become acting President.”
The Senate President, however, didn’t allow any seconder or more comments, even when Senators were agitating to support the motion. He quickly ruled Senator Marafa “out of order.”

Osun Senate By-Election to Hold as Scheduled — INEC

The Independent National Electoral Commission (INEC) on Monday debunked a rumour that the Osun West Senatorial by-election slated for Saturday, July 8, will be shifted.
Addressing stakeholders, including the representatives of political parties, security agencies and journalists, INEC’s Resident Electoral Commissioner (REC) in the state, Mr Baritor Kpagih, confirmed that the election would take place and sought the cooperation of all.
He said the commission had been inundated with petitions containing various allegations, and promised that the electoral empire would follow due process in attending to the petitions.
Baritor, who is the Delta State REC, said since he was drafted to Osun for the purpose of the by-election, he observed that the people of the senatorial district were well enlightened and assured that the exercise would be free and fair.
The REC also cautioned politicians to desist from spreading unfounded rumour about the process and assured them that INEC and security agents would not be biased.
He disclosed that 11 political parties fielded candidates for the election and that the voting would hold on Saturday between 8am and 2pm.
He stated that only voters with the permanent voter cards would be allowed to vote while card readers would also be used to verify the PVC.

Gov. Samuel Ortom of Benue State Orders Reopening Of Benue State University, Makurdi

Governor Samuel Ortom of Benue State has ordered the immediate reopening of the Benue  State University (BSU) Makurdi, following the inability of the striking lecturers of the institution to call off its protracted strike.

Ortom handed the executive order to the governing council of the university in Makurdi while answering questions from newsmen about the fate of the students since the institution's Academic Staff Union of Universities (ASUU) refused to compromise their position over their demand for academic earned allowance among other things.

The governor had assured the students who met with him last week that despite the irritating demands of the lecturers who are on first line charge in terms of salaries and are not being owed any month salaries by the state government, that he would do everything possible to ensure the school was reopened.

But the lecturers remained adamant after their long meeting held on Friday during which it was expected that they would call off the strike to enable the students who have been at home for over two months to return to school.

Ortom who said he had done everything humanly possible to ensure that the lecturers shift their grounds by returning to the classrooms for the sake of the future of the undergraduates, insisted that his directives must be carried out for academic and non academic activities to commence.

''I have made several appeals to ASUU in BSU to consider the plight of the innocent students and call off the strike action, but to no avail. I have also paid them  additional two months salaries after initially agreeing to call off the strike, yet they collected the monies and remained adamant.

''There is no going back on my directives, the governing council will reopen the school and students will return to campus to continue with their studies. I have fulfilled my part of the bargain despite the harsh economic status by paying two months salaries with a  promise to ensure that the arrears owed workers were cleared to pave way for prompt and sustainable monthly payment of salaries in the state," he said.

Nigeria Now In State Of Emergency - Yakubu Dogara

The Speaker of the House of Representatives, Mr. Yakubu Dogara, on Monday raised the alarm over the deployment of military personnel in over 28 states in the country.

Dogara said the development was an indication that Nigeria was already in a state of emergency in peacetime.

The Speaker expressed shock over the growing trend of soldiers taking over civil and security duties constitutionally reserved for the Nigeria Police.

According to him, in peacetime, soldiers are merely to complement the police and other civil authorities.

He expressed surprise that they were visible in almost all parts of the country doing the work of the police.

Dogara spoke in Abuja at a “Capacity/Interactive Needs Assessment Workshop of Security Sector Related Committees in the House of Representatives.”

It was organised in collaboration with Policy and Legal Advocacy Centre.

He cited Section 217 of the 1999 Constitution (as amended), which Dogara said defined the duties of the Armed Forces, contrary to what they were seen doing these days in many states of the federation.

Dogara stated, “It is worrisome that Nigeria is effectively permanently in a state of emergency as the Armed Forces are deployed in more than 28 states of the federation in peacetime.

“The Armed Forces have virtually taken over routine police work in Nigeria. They are no longer acting in aid of civil authorities but have become the civil authorities.

“Section 217 of the constitution spells out the duties and responsibilities of the Armed Forces of Nigeria, which include defending Nigeria from external aggression; maintaining Nigeria’s territorial integrity; and securing our borders from violation from land, sea or air; suppressing insurrection and acting in aid of civil authorities to restore order when called upon to do so by the President.”

He also spoke on the funds appropriated for security operations annually by the National Assembly, saying that the legislature must ensure the judicious application of the money.

“Related to the constitutional powers of the National Assembly to appropriate funds and thereby allocate funds for security, is the power to ensure that such monies or funds appropriated are used in a transparent and accountable manner and for the purpose for which they have been given.

“The National Assembly’s powers of legislative oversight cannot therefore be over-emphasised,” he told the session.

On the rising security concerns in the country, Dogara pledged the readiness of the House to provide legislative support to the executive to confront the problem.

The Speaker added, “This past experience which saw a powerful military exercise absolute control and authority over the machinery of government has translated to the current challenge of getting these institutions to subject themselves to legislative scrutiny.

“The often seen consequence of this is inadequate and inefficient delivery of security to citizens, as well as lack of accountability and transparency as they relate to security expenditure.

“The House has consequently, recently amended the Public Procurement Act to make the Armed Forces more accountable in procurement matters.”
